It's called a Hoover, or a Mentasm, as in the tune it was originally sampled from (Second Phase - Mentasm). It originally came from a Roland Alpha Juno 2 preset called ("What the...").
To get it like that it has been sampled and re-sampled over the years. You are probably better off ripping it out of the tunes you like. Try using whosampled.com
