Krust tried and - compared to his once brilliant output - miserably failed. I don't think it happened in d&b world.

To an extent it can be forced (like that Paul McCartney album produced by Nigel Godrich), but it's temporary and still a bit "fake".

where do you hear the skipping 9/8 beats? to me it sounds like 6/4 all the way Chin

edit: got it... it sounds like 9/8 in the beginning until the bassline turns the hihats into triplets (sort of Wink)
