'posterize' or 'cutout' in photoshop and adjust amount of colour/tone levels and edge fidelity/complexity to get the desired result... Most image editing software should offer this kind of function.. vectorising an image is another way of getting this kind of effect Xyxthumbs
Photoshop filters can do that for you, i forgot the exact ones but posterize, cut-out and palatte knife can do the trick, look in the artistic section of the filters.

Or what i call the "pro" way, live trace in the image (selecting the max number of colours) in illustrator and adjust as you please.
Damn you rondema, too quick for me!! lol
Hahaha Our answers are virtually identical, so we must be pretty much on the money.

247... live trace in illustrator is the process of creating a vector image from a raster(jpeg etc) image, fyi

Thanks for this. I don't suppose there is a way I can do it in 'Paint'? I ain't got photoshop and never used it before, is it easy to learn?

247 - if you want a freebie for the PC, try Paint.NET. Million times better than Paint, cut down features of Photoshop. If you're on the Mac, try Seashore.
